Several pre-hearing sessions were held in preparation for the 2025 UBE Annual Meeting. All 2025 UBE prehearing meetings and the UBE Annual Business Meeting were held on Zoom.
Special pre-hearing sessions were conducted to discuss the Bylaws Committee’s report on Proposed Bylaw Modifications. Each submitted proposal was reviewed, and questions were addressed during sessions that lasted up to 90 minutes.
No registration was necessary for these meetings, which included the Bylaws Committee Report.

Proposed Rules of Order
Registration for the 2025 Annual Business Meeting is Required
Access to the link will be granted exclusively to members in good standing. To be eligible for participation in the 2025 Annual Business Meeting, membership dues must have been submitted by March 30, 2025.
All attendees must pre-register for the UBE Annual Business Meeting by Saturday, July 19th, 2025. This allows adequate time for the National Secretary to authenticate their membership status. After that, registrants will receive a link to attend the meeting.
1. The Voting Body comprises all National Officers and registered members in good standing (Bylaws Article 11, Meeting and National Conference, Section 6).
2. To vote during virtual meetings, registered members must be online, with their faces showing, and voting live in the virtual meeting room. Voting by proxy, from the phone, or through breakout rooms is not permitted.
3. For registered members in good standing attending under a family membership, a family unit receives one vote to be cast by the family member whose name has been submitted to the National Secretary upon enrollment and/or renewal. (Bylaws Article III, Members, Section 1.2)
4. Registered attendees can access the meeting from only one device. Multiple devices are not permitted. We ask that members refrain from sharing their access link with others since it will be specific to the device on which they register.
5. If two or more members share a screen or device, the additional member(s) will vote using the chat feature. To vote by chat, a member will be asked to send a private message to the designated teller only, including the vote and their name. The vote will be invalid if a name is not provided within the chat box. The designated teller will record and report the vote.
6. Following Robert's Rules of Order (57)– (Only one question per person in chat box)
7. Voting shall occur by roll call, voice vote (yeas or nays), virtual polls, secret ballot, and/or general consent at the discretion of the presiding Chair, or by any other method by UBE's Parliamentary Authority or Robert’s Rules of Order.
8. The Parliamentarian shall have one vote during business meetings.
9. No member shall vote in more than one capacity, and there shall be no voting by proxy.
10. A Quorum for the Annual Business Meeting shall be a majority of the registered voting members in attendance plus three (3) members of the Executive Committee of the National Board. (Bylaws Article 11, Meeting and National Conference, Section 8)
11. No Rules of Debate
The pre-hearings were conducted to discuss the proposed bylaw changes presented by the committee. If you disagree with any of the proposed bylaws, you have the option to vote against them. If you would like to suggest modifications, please submit a modification change form in October for the year 2026.
